The Mandatory Adverse Event law has been alive and well in the Commonwealth
of Pennsylvania for quite some time. Your observations are all correct except
for the ACLU; it is the legislator lawyers and their cronies in the Bar
Assocation who are to blame.

And what has been the negative and positive effects on the practice of
medicine, nursing, and law suits filed?
I have one reason not to practice in Pensylvania and one (MORE) reason not
to practice in California.
Anyone else who is concerned about these two states, please come to TEXAS.
We need you here. With our Prop 12 and a constitutional amendment passing
three years ago setting limits on non-economic damages in a professional
liability law suit, the malpractice rates have gone down and doctors are flooding
into the state at such a fast rate that the Texas State Board of Medical
Examiners cannot keep up with the applications for licenses.
