Hallway Patients

Can anyone point me to sources concerning placing non-monitored admitted patients in the hallway on the floors being safer than holding in the hallway in the ED.  There was a lot of talk about this a year or so ago as I remember.
Thanks for any help and I am sorry for cross posting, I realize some of you may get this more than once.
