Laws such as EMTALA, make sure that if you do not have insurance, you will still receive care and I would suspect that if you live in AZ, CA, KY or any state (places that have similar county or university hospitals), you get care on demand without the demonstrated ability to pay. Certainly this means life-saving care.

EMTALA does not cover preventive care ... that I know of

I sense that you take these statistics very personaly... as a doctor
And they come and are confirmed in all direction
But I believe that the doctoring is as good or better in the USA
As these other countries

What is not as good
Is the occasions
To DO preventive doctoring (i.e. many patients do not consult)
So doctors can not blame themselves
As much as doctors as they may as citizens & voters
For supporting a system that refuses to adopt seemingly (more) effective social mechanism
To favor preventive medicine and healthy behavior

The most obvious "Preventive" component
And it is germain to this list

Is Trauma !

The rest of the G8 countries do not have the amount of directed trauma (aggression) that you have

This will not happen
I feel that this will not happen till you become a bit more inclusive and caring society

And till the US renounces off it's tradition that violence IS a solution
In both in words and in deeds

Wars, death penalty, legetime defence in protecting property, armed policemen
The message is very clear
Violence is sometime necessary in the USA

As opposed to nearly never
