Dear colleague,
You have asked about "Major accident plans for hospitals" in a Third World
setting. No matter what the cause, the hospital plan is basically the same.
The national plan may well be different according to natural or man-made
(war) disasters.
In the International Committee of the Red Cross we have become experts,
unfortunately (Man's inhumanity to Man.) in this domain. I and my colleagues
have made a number of presentations about war surgery, and triage of mass
casualties, in over 20 countries around the world, including Sri Lanka,
scene of a civil war for the last 20-odd years.
In the pre-hospital phase you may find First Aid in Armed Conflicts and
Other Situations of Violence (ICRC, Geneva, 2006, www.icrc.org) of some use.
Otherwise, in the hospital setting, I shall send you off-list one of our
basic presentations.
best regards,
