Trauma Systems - different approaches

Dear All
I have been seriously considering starting some research on what is the
ideal trauma system for resource challenged countries (read Africa) and
apart from the WHO-ETC document that I've got there is very little
literature out there. The problem in Africa is that there are Islands of
excellence (with great experience) amid a sea of indifference or lack of
government will.
If any of the list members know of good quality documents (not so much
from the US environment - will not generally be cost effective) that may
be helpful to me, especially in the context of the provision of critical
care in the austere environment, please be kind enough to forward.
(PDF's would be great)
Regards
Tim
