Hi Tim,

Although not specifically what you are looking for, the Red Cross/Crescent
and MSF both have various documents available online which deal with
creating and maintaining systems (not only trauma) in a resource-constrained
environment.  Items like minimal equipment lists and essential drug
formularies are there, and there is some useful info regarding staffing as
well.  I can dig out some of the material which I have saved and mail it to
you, but it might be easier to download directly from their respective
pages.

I'll send you the ICRC document by way of example off-list.
